I wear an 8P. I am 69 years old, so I don't have a flat tummy. However, I find that the sizing is fine for me.
I have not found that these pants run small. I would suggest you order your 16P.

If you are closer to the 12 than the 14, go with the 12. The side elastic gives you a little extra space.
But if you are pushing the size 14, stick with that.
